Terms of Reference
The Committee is the University's decision-making body for campus safety work and is responsible for coordinating, considering, deliberating on, and supervising the implementation of matters relating to campus safety. Its Terms of Reference are as follows:
- To convey directives and requirements concerning safety work from higher authorities and assess the overall situation of safety work;
- To deploy campus safety work and conduct dedicated studies on safety-related matters;
- To consider and deliberate on working mechanisms relating to campus safety;
- To consider and deliberate on rules and regulations, emergency response plans, and handling mechanisms relating to campus safety work;
- To deploy and lead emergency response work in relation to campus incidents;
- To review and evaluate campus safety incidents, propose commendations and awards, or make recommendations regarding accountability for responsible persons;
- To assume leadership responsibility for campus safety work;
- To submit to the Chairman of the University Executive Committee by 31 January each year a written report on the work carried out by the Committee during the previous reporting cycle (from 1 January to 31 December of the preceding year).
Powers
- The Committee shall have the power to review and approve special work plans and working mechanisms relating to campus safety;
- The Committee shall have the power to review and approve rules and regulations, emergency response plans, and handling mechanisms relating to campus safety work;
- The Committee shall have the power to coordinate the consideration of and response to major matters arising in the emergency handling of campus incidents, and to make decisions thereon;
- Matters relating to campus safety that fall beyond the Committee's authority shall, upon deliberation by the Committee, be submitted to the University Executive Committee for review and approval;
- The Committee may, as needed, establish special working groups to undertake relevant tasks;
- The Committee shall have the power to urge working groups and relevant units to implement matters approved by the Committee, and to follow up on and monitor their implementation.
