Terms of Reference

  1. To coordinate and deliberate on campus space allocation, campus space planning, and related space matters;
  2. To coordinate the formulation, review, and dynamic optimization of rules and regulations governing campus space management, and improve the long-term mechanism for space governance;
  3. To evaluate and oversee the performance of the designated administrative departments in carrying out their responsibilities, and establish a full-process dynamic supervision mechanism;
  4. To submit to the Chairman of the University Executive Committee by 31 January each year a written report on the work carried out by the Committee during the previous reporting cycle (from 1 January to 31 December of the preceding year).

Powers

  1. The Committee shall have the power to review and approve matters relating to campus space applications, adjustments, and usage arrangements;
  2. The Committee shall have the power to review and approve campus space resource allocation, planning, and optimization and adjustment plans;
  3. The Committee shall have the power to review and approve rules and regulations, working mechanisms, and implementation rules relating to campus space management;
  4. Matters relating to campus space that fall beyond the Committee's authority shall, upon deliberation by the Committee, be submitted to the University Executive Committee for review and approval;
  5. The Chair of the Committee shall have final decision-making authority and may exercise a casting vote in the event of a tie;
  6. The Committee shall have the power to urge relevant units to implement matters approved by the Committee, and to follow up on and monitor their implementation.
