Terms of Reference
- To consider and deliberate on rules and regulations, work plans, and implementation rules relating to student fees and financial aid;
- To consider and deliberate on fee standards and adjustment proposals relating to tuition fees for undergraduate students and full-time research postgraduate students with postgraduate studentship, as well as miscellaneous fees, accommodation fees, summer programmes, visiting study programmes, and other fee-based services.
- To consider cases relating to tuition fee refunds and outstanding payments, and formulate principles for handling exceptional cases;
- To submit to the Chairman of the University Executive Committee by 31 January each year a written report on the work carried out by the Committee during the previous reporting cycle (from 1 January to 31 December of the preceding year).
Powers
- The Committee shall have the power to review and endorse tuition fee standards and adjustment proposals for undergraduate students and full-time research postgraduate students with postgraduate studentship;
- The Committee shall have the power to review and approve rules and regulations, work plans, and implementation rules relating to the administration of student fees and financial aid;
- The Committee shall have the power to review and approve fee standards and adjustment proposals relating to miscellaneous fees, accommodation fees, summer programmes, visiting study programmes, and other fee-based services;
- The Committee shall have the power to review and approve cases relating to tuition fee refunds and outstanding payments, as well as principles for handling exceptional cases;
- Matters relating to student fees and financial aid that fall beyond the Committee's authority shall, upon deliberation by the Committee, be submitted to the University Executive Committee for review and approval;
- The Chair of the Committee shall have final decision-making authority and may exercise a casting vote in the event of a tie;
- The Committee shall have the power to urge relevant units to implement matters approved by the Committee, and to follow up on and monitor their implementation.
