According to the University Charter (Article 42, Chapter11), HKUST(GZ) is committed to upholding a system for faculty appointments, evaluations, promotions, and terminations that aligns with the relevant laws and regulations of China, as well as the professional ethical norms and research ethics required of educators.
The Ministry of Education promulgated 新时代高校教师职业行为十项准则 in 2018, emphasizing the importance of codifying the behaviors and responsibilities expected from educators in higher education institutions. A series of supporting policies were released, including 教育部关于高校教师师德失范行为处理的指导意见 and 广东省高校教师违反职业道德行为处理实施办法, indicating the requirements that local universities in mainland shall define unacceptable activities within the university and set procedures to manage any policy violations.
The Faculty Code of Conduct at HKUST(GZ) (“the Code”) was developed in accordance with the University Charter and the local government regulations.
The Code is designed to be a living document, applicable to all current full-time faculty members, as well as adjunct professors, professors of practice, visiting scholars, and others who engage in teaching and research activities in the University’s name. It is composed of two major sections: one outlining unacceptable conduct and the other providing a framework for managing misconduct. The Committee of Faculty Ethics and Conduct (CFEC), chaired by the Vice-President for Academic Affairs, is responsible for governing the unacceptable conduct of faculty members.
